Phil Schneider was working as an explosives expert, helping build secret underground bases for the U.S. government in Dulce, N.M., in 1979. In 1995, he told the astonishing story of his encounter with alien beings living underground. Dulce Base is an alleged secret alien underground facility under Archuleta Mesa on the Colorado-New Mexico border near the town of Dulce, New Mexico in the United States. Claims of alien activity there first arose from Albuquerque businessman Paul Bennewitz.
